You do need to define, "development", Platini. I provided some stats based on my son's 2014 12s year which showed that at any one club, there was a maximum of 4 boys still at the same club by 18s, so on that basis alone you might say not many clubs do. Of course, that doesn't allow for boys recruited to FC or Wanderers and there will be some clubs that supply more than others and the inevitable movement. What is most difficult to tell is what is the real value add, how much has a player improved by being at a certain club rather than another one.
That's about the coaching and the opportunity to train and play with and against, better players. I think it's a really difficult question to answer and aside from the benchmark Northern Tigers, at every other club, you might be lucky/unlucky with the age group your son is at. I have seen good examples of both over the last 6 years.
If it is judged on players progressing to professionalism, the HAL clubs have a head start, no doubt, but I can say having watched some of them train, the coaching is not exceptional from what I have seen, but they do have better players to work with, which might make their coaching look better.

WSW & SFC don't develop they scout. when we all realise and lower our expectations of the whole game in Australia is at best amateur in our youth levels then this debate is pointless. AL clubs youth teams are only training 3 nights per week and after hours, even u20s so what do you expect from supposedly non professional clubs such as NPL
