The laws of the game designates it (bench or the technical area) to "technical staff and substitutes" but leaves the number of occupants to the competition rules. It also says that technical staff need to be identified in accordance with the competition rules.
I can't see anything specific in FNSW competition rules re technical staff and their numbers. I believe it would be left to the referee to decide if it is reasonable for an identified team/club official to be in the tech area. My understanding of the accepted norm is, one coach, one assistant coach, one manager, one physio/doctor and No more than 5 substitutes (FNSW rules limit the number of players per team to 16).

My response is from a mixture of my local association by-laws, FNSW competition rules, Laws of the game, Referee guidelines and common sense.
If a player was injured during the game s/he has every right to stay on the bench. If the injury was carried into the game and s/he has no intention of playing, as long as s/he is on the teamsheet and in full playing strip then the same applies. If however his/her playing equipment is not complaint (e.g has a cast or walking with crutches) most referees would allow them (specially junior players) but i would not argue with the referees if they want the player out of the area. M
Anyone else who is not an identified (with id) team official or a player who is not on the teamsheet or not in playing strip should not be allowed in the tech area. Any referee who allows this has not considered the potential problems this could cause.

From the FNSW Rule book: (v) Clubs are permitted to have four (4) only non-players on the reserve bench.
Cant find a reference to number pf players.

So by deduction the total amount of people allowed is 9.
If you have a full bench ie 5 players and 4 officials.
Players who are not listed on the team sheet would fall under the 4 officials.
Obviously suspended players would not be allowed

At a game on Sunday in the WSL there was 9; coaches, managers, physio and hanger on'ers and 5 player subs, 16 in total in the technical area. So it would seem to me you can please yourself and get as many from your club as possible to fill the technical area and leave the stands empty. It would seem it is not clear in the rules or by-laws how many you can have but I would think 5 subs all agreed as max and 4 officials should be more then enough. If you as coach need more then that then maybe it is time to think about a career change. Can I guess the club? Does it start with A end with A and have a PI in the middle?

Cant find a reference to number pf players. haha if you have more than 4 then make sure they are NOT "on the reserve bench" and you'd be ok the correct term is not the reserve banch, its the technical area. They should know better.

It is interesting that sections 5, 10 and 12 are listed on the site. I wonder what happened to the others? Maybe they were abandoned as a cost cutting measure? Maybe they were sold to the highest bidder? Maybe they haven't been written yet or they favour certain clubs!
