What is the minimum number of players that are required to be able to complete a kick from the penalty mark (penalty shootout) to decide the outcome of a match?

You only need one player from each team to complete it.
How many you need to start it depends on the competition rules.

It would be a game you wont want to miss ;D The laws of the game require 7 players from each side to start the game. It has left the minimum number of players in a team for a game to CONTINUE to the discretion of "member association" (recommended 7). This means, however unlikely, the game can finish with one player in each side.
As for the PSO, even if the competition rules say you need seven to start it, the laws of the game say the referee should not abandon the game if the number of players in a side goes below seven.
Injuries can also force players out of a game.

How does the law handle the keeper. From memory, it doesn't say 7, it say 6 and a nominated keeper. If we get down to 1 aside, is that person automatically nominated as keeper or do you only need a nominated keeper to start and if the keeper leaves the field (Injured, sent off, etc) then you have no keeper?

The 6+1 could be be form the competition rules you may have read. According to the laws its minimum seven players and one player has to be the goalkeeper so if we are down to one player then that player would become (or is) the goalkeeper. Mind you there is more chances of you and i both winning the lottery (at the same time) before this scenario happens

The Laws of the game specify 7 players minimum, one being the goalkeeper. So there is no way that a game could proceed with only one player. However a penalty shoot out could proceed with only one player, is all the others for one reason or another can't participate.

Numbers have to be even for the start of a shoot out. After that anything can happen. Injuries, brawls etc. can take care of the remaining players..

As stated in a previous post a game must start with 7 players but once it has started it can proceed with any number of players unless the local rules state otherwise. Following are quotes from the Laws of the Game: While my local assosiation by-laws state a match can not continue with less than seven players in a team, as far as I know there is no limit in the FNSW by-laws so theatrically speaking a match can continue with only one player in a team.

Only a certain number of Laws may be changed by local authorities to allow for competitions to proceed. e.g. the size of the ball, the taking of goal kicks by junior players etc. The minimum number of players is not one of them.
A team may be be able to continue with less than 7 players if one of them injured. If however, after a reasonable time, the injured party isn't able to resume then the game is abandoned, with the result to be worked out by the local FA. i.e. a game cannot continue with less than 7 players..

I beg to differ; as quoted above, once again here "Although a match may not START if either team consists of fewer than seven players, the minimum number of players in a team required for a match to CONTINUE is left to the discretion of member associations." (laws of the game, 2012 pdf version, page 64)
