Your opinion is correct the throw in is not complete until it leaves the hands but that does not mean the ball is not in play. The laws of the game clearly state that the ball is in play once it enters the field of play and hence the discrepancy of "legal deliberate handball".

The ball is not in play until it leaves the hands correctly, hence an illegal delivery (foul throw) the ball is not in play and has to be retaken. It is not in play until it leaves the throwers hands legally..

It is not in play until it leaves the throwers hands legally.. You must be reading a different version of the Laws of the Game to mine. Because mines says "The ball is in play when it enters the fi eld of play" (page 46, 2012 pdf version). I can't find anywhere in it saying the ball id not in play until it leaves the hands.

How can the ball be in play if you are still holding it in your hands? Law 18 says it isn't.
