Nothing wrong with JA's contribution to Futsal in NSW, I have been involved in coaching a state side for 6+ years straight and find the current set up within FNSW better than it was previously. I think the FFA are the ones that get it wrong, they have made some odd choices with the tournament and age groups. That's why you see some states not attending. However I wouldn't say the "best" states don't attend. Victoria/Queensland/ACT/SA attend in most age groups. Better than AFA were NSW have 4 teams and Queensland 3 etc. Any youth player that plays Futsal should prioritise FFA nationals as it is the true state side derived from the state competitions. AFA is great for the seniors now as there is no senior competition in FFA.
As for the selection process, you can't help how it is timed. It's the silly season and everyone knows to just get through it.
