Seems to vary as players get older. Should not be tolerated in the game however in seniors its just another part of the game unfortunately.
It is controversial because
a) inconsistency. (a referee may only hear one player swear and another might get away for it simply because referee didn't hear.)
b) parents and coaches influence (coaches swearing and spectators sometimes parents yelling out the naughty ones)
c) language (obviously football is a multicultural game, and there are some players who may swear in another language, swearing is swearing but should they get away with it because the referee does not understand?)

I know elders should lead by example, but seniors are just too old to do anything about unless they are abusing someone. Then it should be a redcard.
Juniors should be zero tolerance at all times. Even 16 and 17yr olds. Then maybe one day in the future even the seniors will be non-swearing.
Coaches, managers and parents who are heard should be told to stop, and if they don't then they face a ban.

Technically speaking its "using offensive, insulting or abusive language and/or gestures" which is a red card offense. So if a referee interprets someone's swearing as not offensive then he can ignore it. Most times its the ones said in frustration at oneself (or sometimes a team mate) that is ignored but if it is said at an opponent or a referee then its likely to result in a red card and it all depends on the tone.
At higher levels of the game the referees are under pressure from the football association to ignore it. I know Rooney has been getting away with it at EPL for years. Its the most inconsistent application of he laws of the game i have seen across different levels of football.
While the referees can deal with the players or team officials swearing they can't do anything about the parents or the fans. They would have to ask the ground officials to deal with those.

It's a send off offence. If the ref sticks to the letter of the law. No game would finish because ( Especially seniors ) there wouldn't be more than 6 players left in each team.

It's more to control abuse towards other players and officials. The referee needs that control otherwise some people will just take advantage. It's one rule for all.

Swearing in itself is NOT a send off offence under the LOTG.
As has been previously stated the send offence is "using offensive, inuslting or abusive language and/or gestures".
Now (rightly or wrongly) swearing has become more an more a part of every day life and this is the reason that the law was changed from it's original wording of "foul or abusive language". We can all argue until the cows come home as to whether swearing should be tolerated and I am sure plenty of people will gladly do just that.
The unfortunate reality is that a referees interpretation of what constitutes "offensive, insulting or abusive" is not up to the individual referee. The interpretation is determined by the referees association/football body under which the matches are played and most football bodies dictate that unless it is directed at a match official or opponent then swearing is to be tolerated.
Whether or not we agree with it, it is something that we have to live with.

Cindy, The problem is that the referees are officially told by the football body to do something but unofficially its something else. If the PL 1st referees were to follow the letters of the attached circular or the one issued in 2008 which specifically mentioned "audible swearing" then they will be demoted at no time. Attachments:

So in reality its a rule as it is never applied with consistency..... Why the have it ? Is it a rule or law of the game that has been left behind? You couldn't wear a bikini at bondi 80 yrs ago, now everyone goes topless...... Yee hah What cracks me up is all you halfwits that bang on about it like it has a place....... For sake...... Next you will want us to wear long socks with shorts on bowling greens, tennis courts and golf courses....... MOVE with the times SB, I'm not sure if you are serous about this but either way... if i take my 6 year old son to watch a PL game i certainly don't want him to think that if you want to become good footballer this is how you need to speak when you play the game.

Officials on the field such as refs and linesmen cause a lot of these incidents to occurr due to there incompetence. Why aren't the refs and linesmen held responsible ? Wake up FNSW you have a bunch of gooses officiating matches, most of them can't even keep up with the game.

This is what the problem is clowns like critic that don't have a clue at all but stand on the sideline and whinge and complain. The more we have people like critic the more chances we will lose Ref's because they will just get sick of the people on the sidelines. As for the swearing each Ref has there own way of handling it as each ref interprets the game a little differently. As for me swear directly at one of my assistants or me in a aggressive manner and its a red. Aggressive manner to any player or spectator then your on your way again As for frustration well that's all taken on the moment and is handled accordingly. Maybe a word on the run ,maybe a send off.

critic, nothing gives me more joy than refereeing neanderthals like yourself who blame the officials for everything that happens on the field. It's people like yourself who are the reason a lot of young referees walk away from the game. Let me guess, you are- 1) over 35 plus 2) couldn't and still can't play football with any skill at all 3) blames the game officials for everything that goes against the poor team you play for. 4) you think you are a striker, but haven't scored a goal in the last 8 years. Your last goal was an own goal anyway. 5) you think you know the laws of the game, but know bugger all. 6) You get into trouble with the referee every game you play. 7) you are one of the tossers in your association and the referees don't take any crap from you. 8) your team mates don't like you because of your legendary ability to to give away at least 20 free kicks a game. 9) you get red carded on the average 6 times a year. 10) you are too stupid to realise that the officials are there to also enjoy the game and do their best for both teams and not to cop rubbish from a TOSSER like yourself.

My biggest problem with this rule is the referees screwing up big time and not carding the right player for an offence. There have been a few times where one player has sworn and the ref has gotten it wrong. The ref being the stubborn mule he is(and always being right) refuses to listen and cards the wrong person.

Unfortunately the F bomb has become common usage. Listen to a few of the kids songs and you will see what i mean. Language changes and we all need to move with the times. I don't agree with it, however it is what it is. After all they used to scribe the initials above offenders cells "For Unlawful Carnal Knowledge." It used to mean something, not any more, who among us remember "not on my Nellie" as being dreadful. Ohh, i must be getting old.
